The HCC is presently plagued with a ZWG 8.4 billion in debt , from government departments, agencies and residents. Residents claim the Lion's share, contributing 80 percent of the debt amount.
This has crippled the HCC of its capability to deliver needful services like water, social amenities, solid waste management, public lighting, roads, et cetera, in line with Minimum Service Delivery Standards. According to Mr Mafume (Mayor), during the last quarter of 2025, the council’s service delivery index averaged 52 percent, far below acceptable standards for a liveable capital
In an effort to clear this debt, the council is now offering up to 20 percent discounts to ratepayers who will settle their accounts between January 19 and February 15.
