The administration of alienated land through the Deeds Registry Act (20:05), has been recently amended by the issuance of Statutory Instrument (SI) 76 of 2025, which was gazetted on the 25th of July 2025. Designed to meet modern business demands - such as electronic processing and digital archiving of tittle deeds - a secure, custom-made digital portal called Digital Land Administration Platform (DLAP), has been developed to this effect.
Part VI of these Regulations outlines provisions for Validation of all existing title deeds and their ensuing replacement with Securitized Title Deeds (encompassing validation, digitalisation, and securitization). These replacements are electronically processed and printed on special paper embedded with advanced security features.
The new regulations outline the mandatory requirement to submit all existing title deeds for verification of authenticity, before a new digital title deed is processed and generated. This will replace the current bond paper documents, which have historically been vulnerable to high levels of fraud and counterfeiting.
For purposes of proper management of the validation process, it is important that the process is initiated through registered conveyancers who undertake the task of verification of property ownership following a laid down checklist so as to be sure to upload only genuine title deeds onto the DLAP platform. They handle all the onboarding logistics
PROCEDURE
- Step 1: Present the original copy of your title deed, and valid proof of identity to the conveyancer. Accompany the submission with a passport size photo, contact details, email, and an application fee of USD 200.00.

- Step 2: Conveyancer undertakes the verification process and uploads the details onto the DLAP portal.
- Step 3: Examiners in the Deeds office digitally receive the application and examine against the existing record
- Step 4: Upon completion of the examination, the title deed is printed on securitized paper.

TIMELINE
This is a 24-month programme, which is already in effect, and the clock is ticking towards July 2027
THE CALL TO ACTION
It is of great importance that all title deed holders heed to the call of submitting the old title deeds and obtaining the new securitised deeds as the old ones will eventually become obsolete. Unvalidated paper deeds after the lapsing of this timeline lose their standing as accepted proof of ownership for transactional purposes.
